Dr. Rafael Milani Medeiros is a researcher, university lecturer, and innovation consultant working at the intersection of urban studies, corporations, technology, and digital transformation. His career bridges theory and practice across Europe and Latin America, combining scientific inquiry with applied innovation in the fields of digital urban transformation, mobility systems, and data-driven governance. He has founded and directed 7 companies in Germany and Brazil, with over 100 contracts acquired and successfully delivered to small, medium and large enterprises.
He holds a double Ph.D. in Technology and Society from Technische Universität Berlin and Urban Management from Pontifícia Universidade Católica do Paraná (PUCPR), where his dissertation—“Obduracy and Change in Urban Mobility Sociotechnical Ensembles Involving Information and Communication Technologies”—examined how corporations, infrastructures and technologies evolve within complex urban systems.
